{"id":272,"date":"2021-10-26T22:41:09","date_gmt":"2021-10-26T20:41:09","guid":{"rendered":"https:\/\/www.revues.scienceafrique.org\/gari\/?post_type=chapter&#038;p=272"},"modified":"2022-05-22T17:52:45","modified_gmt":"2022-05-22T15:52:45","slug":"ngassam2021","status":"web-only","type":"chapter","link":"https:\/\/www.revues.scienceafrique.org\/gari\/texte\/ngassam2021\/","title":{"rendered":"Les Oubli\u00e9\u00b7e\u00b7s"},"content":{"raw":"<h2 style=\"text-align: justify\">Background<\/h2>\r\n<p style=\"text-align: justify\">Le Cameroun, ses r\u00e9gions du Nord et de l\u2019Extr\u00eame-Nord ont connu en 2015 l\u2019atrocit\u00e9 des attentats terroristes perp\u00e9tr\u00e9s par la secte islamiste <strong>Boko haram<\/strong>. Le gouvernement a d\u00e9clar\u00e9 la guerre \u00e0 cette abomination et le peuple camerounais a suivi en se mobilisant derri\u00e8re son arm\u00e9e. Les attaques terroristes n\u2019ont pas cess\u00e9 et la psychose s\u2019est install\u00e9e\u00a0; psychose qui a mis \u00e0 mal l\u2019unit\u00e9 du pays. Au Sud, la m\u00e9fiance envers les ressortissants du Nord s\u2019est install\u00e9e et les Camerounais\u00b7es du Nord se sont sentis abandonner par les habitant\u00b7e\u00b7s du grand Sud.<\/p>\r\n<p style=\"text-align: justify\">Ayant pass\u00e9 6 ans de ma vie dans une universit\u00e9 dans cette partie du pays, je n\u2019arrivais pas \u00e0 me faire \u00e0 l\u2019id\u00e9e v\u00e9hicul\u00e9e par certains m\u00e9dias que les nordistes \u00e9taient des terroristes. C\u2019est dans ce climat d\u00e9l\u00e9t\u00e8re que je d\u00e9cide en 2017 d\u2019aller au Nord du pays afin de t\u00e9moigner de ce qui s\u2019y passe.<\/p>\r\n<p style=\"text-align: justify\">\u00c0 Gazawa, ville situ\u00e9e \u00e0 une trentaine de kilom\u00e8tres de Maroua o\u00f9 a eu lieu l\u2019attaque la plus sanglante de Boko haram, j\u2019ai rencontr\u00e9 ceux et celles qu\u2019on appelle \u00ab\u00a0<strong>Les d\u00e9plac\u00e9\u00b7e\u00b7s<\/strong>\u00a0\u00bb. Il s\u2019agit des Camerounais\u00b7es vivant dans les villages et villes frontaliers au Nig\u00e9ria qu\u2019on a d\u00e9plac\u00e9\u00b7e\u00b7s vers des endroits o\u00f9 la pr\u00e9sence de l\u2019arm\u00e9e est effective. Leur installation bien que temporaire a \u00e9t\u00e9 la source de beaucoup de probl\u00e8mes. L\u2019acc\u00e8s \u00e0 la terre leur est refus\u00e9 par la population autochtone. Le logement est presque inaccessible \u00e0 cause des loyers \u00e9lev\u00e9s.<\/p>\r\n<p style=\"text-align: justify\">Les ONG telles que la Croix Rouge (CR) se sont mobilis\u00e9es. La CR a administr\u00e9 les soins m\u00e9dicaux et a mis sur place un programme d\u2019aide alimentaire (de juin \u00e0 septembre 2017). D\u2019autres projets ont \u00e9t\u00e9 mis sur pied par la CR afin de rendre ind\u00e9pendants les d\u00e9plac\u00e9\u00b7e\u00b7s camerounais\u00b7e\u00b7s. Ces projets, \u00e0 mon avis, n\u2019ont pas \u00e9t\u00e9 forg\u00e9s sur une \u00e9tude s\u00e9rieuse du terrain. Je prends pour exemple le projet du moulin \u00e0 moudre le ma\u00efs. La CR a demand\u00e9 aux femmes en situation pr\u00e9caire de se r\u00e9unir afin de g\u00e9rer un moulin dont l\u2019achat a \u00e9t\u00e9 financ\u00e9 par la CR. L\u2019argent produit par le moulin est cens\u00e9 am\u00e9liorer le quotidien des familles et acheter le gasoil n\u00e9cessaire au fonctionnement de la machine. Le b\u00e9mol dans cette histoire \u00e9tant le gasoil. Comment rentabiliser une machine qui fonctionne au gasoil dans une contr\u00e9e o\u00f9 il y a de l\u2019\u00e9lectricit\u00e9 \u00e0 bon prix et des machines \u00e0 moudre qui fonctionnent \u00e0 l\u2019\u00e9lectricit\u00e9? La machine est \u00e0 l\u2019abandon et ne profite \u00e0 personne!<\/p>\r\n<p style=\"text-align: justify\">Le camp des r\u00e9fugi\u00e9\u00b7e\u00b7s g\u00e9r\u00e9 par le HCR est \u00e0 quelques encablures de Gazawa et n\u2019accueille pas les d\u00e9plac\u00e9\u00b7e\u00b7s camerounais\u00b7es. Les r\u00e9fugi\u00e9\u00b7e\u00b7s nig\u00e9rian\u00b7e\u00b7s qui y vivent sont pris en charge \u00e0 100 % et cette situation est une source de frustrations pour les d\u00e9plac\u00e9\u00b7e\u00b7s qui se sentent abandonner par l\u2019\u00c9tat camerounais et la communaut\u00e9 internationale.<\/p>\r\n<p style=\"text-align: justify\">J\u2019ai voulu \u00e0 travers ces portraits montrer ces visages qui endurent ces maux, cette douleur, cette injustice. Ces personnes qui n\u2019ont pas demand\u00e9 \u00e0 \u00eatre l\u00e0, ces personnes qui ont perdu chacune des membres de leur famille. Ces personnes qui ont pour unique r\u00eave soit un toit, soit de la nourriture.<\/p>\r\n<p style=\"text-align: justify\">Ces Camerounais\u00b7es, ces humains qui par notre faute, le fait que nous pr\u00e9f\u00e9rions regarder ailleurs, risquent de se transformer en des extr\u00e9mistes\u2026<\/p>\r\n\r\n\r\n<hr \/>\r\n<p style=\"text-align: justify\"><img class=\"size-full wp-image-273 aligncenter\" src=\"https:\/\/www.revues.scienceafrique.org\/gari\/wp-content\/uploads\/sites\/14\/2021\/10\/Les-oublies.jpg\" alt=\"\" width=\"1754\" height=\"1240\" \/><\/p>\r\n\r\n\r\n<hr \/>\r\n<p style=\"text-align: justify\">Cameroon, its northern regions and the Far North experienced in 2015 the atrocity of terrorist attacks perpetrated by the Islamist sect <strong>Boko Haram<\/strong>. The government declared war on this abomination and the Cameroonian people followed by mobilizing behind their army. Terrorist attacks have not stopped and psychosis has set in. Psychosis that has damaged the unity of the country. In the South distrust of northerners has settled down and northern Cameroonians have felt abandoned by the inhabitants of the South.<\/p>\r\n<p style=\"text-align: justify\">Having spent 6 years of my life in a university in this part of the country, I could not get used to the idea conveyed by some media that the northerners were terrorists. It is in this deleterious climate that I decide in 2017 to go to the North of the country to witness what happens there.<\/p>\r\n<p style=\"text-align: justify\">In Gazawa, a town about thirty kilometers from Maroua where the bloodiest attack of Boko haram took place, I met the so-called \"<strong>The displaced<\/strong>\". These are Cameroonians living in villages and border towns in Nigeria that were moved to places where the presence of the army is effective. Their installation although temporary was the source of many problems. Access to land is denied to them by the indigenous population. Housing is almost inaccessible because of high rents.<\/p>\r\n<p style=\"text-align: justify\">INGOs such as the Red Cross (RC) have mobilized. The RC administered the medical care and set up a food aid program (from June to September 2017). Other projects have been set up by the CR to make IDPs independent. These projects in my opinion have not been forged on a serious study of the field. I take as an example the mill grinding mill project. The RC asked women in precarious situations to meet to manage a mill whose purchase was financed by the RC. The money produced by the mill is supposed to improve the daily life of the families and buy the diesel necessary for the operation of the machine. The downside in this story is the diesel. How to make a machine that runs on diesel in a country where there is electricity at a good price and grinding machines that run on electricity? The machine is abandoned and does not benefit anyone!<\/p>\r\n<p style=\"text-align: justify\">The refugee camp run by UNHCR is a stone's throw away from Gazawa and does not accommodate displaced Cameroonians. The Nigerian refugees living there are 100% cared for and this situation is a source of frustration for the displaced who feel abandoned by the Cameroonian State and the international community.<\/p>\r\n<p style=\"text-align: justify\">Through these portraits, I wanted to show those faces that endure these evils, this pain, this injustice. Those people who did not ask to be there, those people who have lost every member of their family. These people whose only dream is a roof, or food.<\/p>\r\n<p style=\"text-align: justify\">These Cameroonians, these humans who by our fault, the fact that we prefer to look elsewhere, may turn into extremists...<\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<h2><strong>DJANABOU MOUMINI : \u00ab\u00a0J\u2019aimerais tant manger \u00e0 ma faim.\u00a0\u00bb<\/strong><\/h2>\r\n<img class=\" wp-image-279 alignleft\" src=\"https:\/\/www.revues.scienceafrique.org\/gari\/wp-content\/uploads\/sites\/14\/2021\/10\/Djanabou.jpg\" alt=\"\" width=\"182\" height=\"273\" \/>\r\n\r\nMy name is <strong>DJANABOU MOUMINI<\/strong>.\r\n<p style=\"text-align: justify\">I come from Mitica village where I was married to a Nigerian who stayed there. I live for 4 years in Gazawa with my son. To meet my needs, I make chechias at a rate of one per week that I sell on the Gazawa market at 2,000 FCFA. I would love to eat so much. I miss my husband, but the fear is still too much for me to return to Mitica. Je vis depuis 4 ans \u00e0 Gazawa avec mon fils. Pour subvenir \u00e0 mes besoins, je confectionne des ch\u00e9chias \u00e0 raison d\u2019une par semaine que je vends sur le march\u00e9 de Gazawa \u00e0 2\u00a0000 F\u00a0CFA. J\u2019aimerais tant manger \u00e0 ma faim. Mon mari me manque, mais la peur est encore trop pr\u00e9sente pour que je retourne \u00e0 Mitica. J\u2019ai perdu ma belle-m\u00e8re lors d\u2019une attaque de Boko haram.<\/em><\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<img class=\" wp-image-280 aligncenter\" src=\"https:\/\/www.revues.scienceafrique.org\/gari\/wp-content\/uploads\/sites\/14\/2021\/10\/Djanabou2.jpg\" alt=\"\" width=\"790\" height=\"527\" \/>\r\n\r\n<hr \/>\r\n\r\n<h2><strong>KOMI ALADJI SALE: \u201c<\/strong>Here, I do not have access to the land.\u201d<\/h2>\r\n<img class=\" wp-image-281 alignright\" src=\"https:\/\/www.revues.scienceafrique.org\/gari\/wp-content\/uploads\/sites\/14\/2021\/10\/Komi.jpg\" alt=\"\" width=\"228\" height=\"342\" \/>\r\n<p style=\"text-align: justify\">Je m\u2019appelle <strong>KOMI ALADJI SALE<\/strong>.<\/p>\r\n<p style=\"text-align: justify\">Je viens de Fotokol o\u00f9 j\u2019avais une activit\u00e9 florissante dans l\u2019agriculture. \u00c7a fait 3 ans que j\u2019ai \u00e9t\u00e9 d\u00e9plac\u00e9 \u00e0 Gazawa par l\u2019arm\u00e9e camerounaise. Ici, je n\u2019ai pas acc\u00e8s \u00e0 la terre. Pour survivre je me suis recycl\u00e9 en marabout. J\u2019ai 7 personnes \u00e0 charges donc 4 enfants de mon grand fr\u00e8re. Les terroristes ont assassin\u00e9 ma m\u00e8re, mon grand-p\u00e8re et 2 de mes oncles. Malgr\u00e9 l\u2019ins\u00e9curit\u00e9, je compte rentrer \u00e0 Fotokol, car la vie \u00e0 Gazawa est tr\u00e8s difficile.<\/p>\r\n<p style=\"text-align: center\">***<\/p>\r\n<p style=\"text-align: justify\"><em>My name is <\/em><strong><em>KOMI ALADJI SALE<\/em><\/strong><em>.<\/em><\/p>\r\n<p style=\"text-align: justify\"><em>I come from Fotokol where I had a flourishing activity in agriculture. It\u2019s been 3 years since I was moved to Gazawa by the Cameroonian army. Here, I do not have access to the land. To survive I recycled myself into a marabout. I have 7 dependents so 4 children of my big brother. The terrorists murdered my mother, my grandfather and 2 of my uncles. Despite the insecurity, I intend to return to Fotokol because life in Gazawa is very difficult.<\/em><\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<img class=\"wp-image-282 aligncenter\" src=\"https:\/\/www.revues.scienceafrique.org\/gari\/wp-content\/uploads\/sites\/14\/2021\/10\/Komi2.jpg\" alt=\"\" width=\"774\" height=\"519\" \/>\r\n\r\n<hr \/>\r\n\r\n<h2 style=\"text-align: justify\"><strong>ALADJI OUMATE\u00a0: \u00ab\u00a0Nous ne recevons aucune aide et pour nourrir ma famille...\u00a0\u00bb<\/strong><\/h2>\r\n<img class=\" wp-image-283 alignleft\" src=\"https:\/\/www.revues.scienceafrique.org\/gari\/wp-content\/uploads\/sites\/14\/2021\/10\/Aladji.jpg\" alt=\"\" width=\"187\" height=\"262\" \/>\r\n\r\nMy name is <strong>ALADJI OUMATE.<\/strong>\r\n<p style=\"text-align: justify\">I am a farmer who unfortunately cannot access the land in Gazawa. This is the solution found by the natives so that we, the displaced, do not settle here. We do not receive any help and to feed my family (15 people) I am forced to beg my children in the market place.<\/p>\r\n<p style=\"text-align: center\">***<\/p>\r\n<em>Je m\u2019appelle <strong>ALADJI OUMATE<\/strong>.<\/em>\r\n<p style=\"text-align: justify\"><em>Je suis un agriculteur qui ne peut malheureusement pas acc\u00e9der \u00e0 la terre \u00e0 Gazawa. C\u2019est la solution qu\u2019ont trouv\u00e9e les autochtones afin que nous, les d\u00e9plac\u00e9\u00b7e\u00b7s, ne nous s\u00e9dentarisons pas ici. Il a \u00e9t\u00e9 sauvagement tu\u00e9 lors d\u2019une attaque terroriste et depuis je dois m\u2019occuper toute seule de nos enfants donc un est sourd. Pour m\u2019aider \u00e0 nourrir mes enfants la Croix Rouge m\u2019a admis dans un groupe de femmes responsables de la gestion d\u2019un moulin \u00e0 moudre le ma\u00efs qui fonctionne au gasoil. L\u2019op\u00e9ration a \u00e9t\u00e9 un \u00e9chec, le gasoil \u00e9tant plus couteux que l\u2019\u00e9lectricit\u00e9 qu\u2019utilisent les propri\u00e9taires de moulins install\u00e9s \u00e0 Gazawa. Je souhaite que mes enfants fassent des \u00e9tudes en m\u00e9decine.<\/p>\r\n<p style=\"text-align: center\">***<\/p>\r\n<p style=\"text-align: justify\"><em>My name is <strong>NAFISSATOU HAMAN DJOUMA<\/strong>.<\/em><\/p>\r\n<p style=\"text-align: justify\"><em>Before I came to Gazawa 3 years ago I led a peaceful life with my husband and our 4 children in Assighassia where he sold gasoline. He was savagely killed in a terrorist attack and since then I have to take care of our children alone so one is deaf. To help me feed my children, the <\/em><em>Red Cross admitted me to a group of women who are in charge of running a grist mill running on diesel fuel. The operation was a failure, the diesel being more expensive than the electricity used by the owners of mills installed in Gazawa. Under my roof I have the responsibility of 16 people so 12 children. I had<\/p>\r\n<p style=\"text-align: justify\">a good life in Assighassia, here it is misery. We are waiting in vain for the help of the Cameroonian government that has moved us here. The Nigerian refugees living there are 100% cared for and this situation is a source of frustration for the displaced who feel abandoned by the Cameroonian State and the international community.<\/p>\n<p style=\"text-align: justify\">Through these portraits, I wanted to show those faces that endure these evils, this pain, this injustice. He was savagely killed in a terrorist attack and since then I have to take care of our children alone so one is deaf. To help me feed my children, the <\/em><em>Red Cross admitted me to a group of women who are in charge of running a grist mill running on diesel fuel. The operation was a failure, the diesel being more expensive than the electricity used by the owners of mills installed in Gazawa.
